No, could be a short on the hard drive, the reason you have to remove the 24 pin is probably because your PSU entered a safe mode because it detected a short to prevent it from frying itself
i tried it with 2 different hard drive and a ssd and same result

the psu box had a spare sata cable tried it same result
even tried using the psu on a different computer same result
Is it the pins on the PSU connecting to the sata cable?
