Very weird issue if sata power is connected to a hard drive pc doesnt power on and will only turn on after sata is unplugged from either psu side or hard drive side and the 24 pin is taken out and put back in. is psu cooked?

No, could be a short on the hard drive, the reason you have to remove the 24 pin is probably because your PSU entered a safe mode because it detected a short to prevent it from frying itself

i tried it with 2 different hard drive and a ssd and same result

the psu box had a spare sata cable tried it same result

Is it the pins on the PSU connecting to the sata cable?
