145fps at 10 chunks on minecraft ona 6600 does sound about right, the 10fps loading i'm not sure about

It does sound about right. When loading new chunks, the CPU has to load all of them and it does sometimes mean the GPU ends up waiting for the CPU to load

Does it jump back up to the 140s after loading the chunks?

honestly in minecraft thats a normal thing to happen, not somethng you should worry about

playing in windowed mode, disabling the Uplay Interface, disabling fullscreen optimizations, and running the game as admin

this is something someone did to fix their game from crashing
