#Desktop FPS permanently reduced to 0.5FPS until restarting

I was playing Hearthstone and suddenly the display FPS dropped to 1 frame every 2 seconds. See photo (it was almost impossible to take a screenshot reliably) Has anyone experienced this? I was no where near CPU / RAM / storage blocked. I also attempted restarting DWM.exe to no avail. Rebooted PC and now everything is back to normal. What could possibly trigger this?

Hearthstone stealing all of Windows' attention

Basically
When you play games, weird things happen from time to time
It's mostly just edge cases in Windows code that get fixed after a restart
