A shared VPN is exactly as it sounds - there would be multiple users sharing the same outbound Public IP address, which means any single user doing something to get the IP banned by another service would of course affect all other users.

A dedicated VPN is also what it sounds like - there's a single server with a Public IP dedicated for just one single user, which means nobody else can impact that IP address's reputation.

Note: if the IP address is detected as being owned / operated by a VPN provider, it will usually be blocked by most streaming services anyway, as using a VPN to bypass geo restrictions violates the Terms of Service of streaming providers.
