#Broken i9 13900k CPU ? or know issue? or both?

Everytime i play Deep rock galactic or CS2 i got the problem that it feels like the shaders are getting compiled everytime after i restart the game.
In the clip i uploaded u can see that i get a big lag spike every first time i kill this green mob after restarting the game.
I got the same issues in other games too, i got tiny stutters while playing and i think they are somehow correlated to this issue.
I already tried using older GPU drivers by reinstalling with DDU.
I already reseted my system windows 11 from 23h to 24h2 (with usb, formated old m.2ssd)
I already installed the new bios
I already used the intel software to check my CPU for any hardware issues (i9 13900k)
I already ran the windows ram diagnosing tool
I already tried cleaning my shader cache
I already tried many many ingame settings for DX11 and DX12, both got the same issue
After i get this ONE stutter while killing this one mob, i dont get the same lag for this mob again until i restart the game. (but i get other ones from other random loading things ingame)
this problem is new for me, got this for a month now and im trying to fix it for WEEKS
i dont know if its from shader compiling, or if its an completly different problem
fps in the video is in the top Right
you can take a look at the benchmarks, the 3dmark benchmarks are Looking fine, but any game benchmark seems to stutter

RAM G.skill 6400mghz 2x16gb
GPU Rtx 4090 trio 24gb
CPU i9 13900k
MAINBOARD Z790 GAMING X AX
I tried to disable hardware acceleration gpu scheduling and my pc crashed soon after playing a game with error code 14 and error code 153
i searched the 153 code up: Event ID 153 (typically linked to disk access): This is a warning that Windows has detected delays in accessing storage media, usually caused by faulty or delayed read/write operations. Common causes include an unstable drive, driver problems, or high system load.
That would explain why games are lagging when they are first loading stuff and shaders &&&
And thats why i think that my i9 13900k is broken
