task manager and system random high utilization

i need help regarding my pc's random high utilization of task manager and system which i can only notice by my fans randomly going on higher speeds it goes up to 10% - 40% one at a time

i suspect its because i havent cleaned my pc or because i downloaded alot of stuff other the months, for example i downlaoded nordvpn a few months ago and even tho i turned it off at startup i still see it there when i restart my pc its really annoying. there is probably alot of tasks that can be turned off somehow but i dont wanna ruin it

my cpu is a ryzen 7 7800x3d
