Constant stuttering with high end PC. (Month 2)

Over the past 2 months my computer randomly started stuttering. Not only in games but also on desktop windows. My mouse skips and stutters and in game the games also stutters and randomly drops frames. I have tested all of the components and all benchamarks and diagnostics have come back in perfect health. I have also went back to microcenter got new parts same specs 3 times , and all of the pcs that I built came back with the same stuttering issue. mouse lagging around the screen and games randomly screen tearing and fps dropping. I have also bought a new monitor, key board and mouse. it almost seems at times the refresh rate is dropping, when on windows desktop and when in game, and my mouse will start stuttering around the screen when on windows desktop or doing anything. I really would appreciate anyone's help if you can. thanks

I have my Keyboard, mouse, headphone wireless bluetooth usb connected thats all

my friends also report that when i stream a video in discord the audio will randomly begin to stutter and break up
