I built my pc yesterday and I'm not sure if my temps are fine im idling at 45c with a 240mm aio and with entense use around 55c is this fine?

Yep. That’s a very good temperature for a cpu

70-80c is even still ok

also when i start my pc all my fans go to max speed for like 2 seconds

I haven’t really heard of case fans doing that, but fans like the gpu fans or the power supply fan usually ramp up to break loose dust on the blades
