#5600x stuck at 4.2 GHz

My 5600x seems to be stuck at 4.2 GHz whether it be at idol or running cinebench. This doesn't make any sense to me as base should be 3.7 and boost 4.6 but I'm just at some wiered point in the middle and would love to be able to get it to boost properly and hoped someone would be able to suggest a fix. Thanks for any help!

Should add 2 things

  1. my CPU core ratio is stuck and I can change it up or down but every time I try and save it that way it'll go back to 42
  2. I am able to get the speeds above 4.6 with BCLK set to 110 which is stable but I'd like to fix it properly rather than have to do that

If it helps at all I'm using a Asus strix b550-f motherboard and 16gb ram

Did you overclock anything else like ram - gpu?

Make sure your PSU is strong enough for overclocking

No never other than xmp which doesn't really count although it's called something different for amd but you get my point and psu is a Corsair rm850x which should be more than plenty

IV had this issue before trying to overclock just thought I should probably try and fix it before trying any further

Also cooling definitely isnt an issue either temps all stay below 65°C with any game

Clear cmos meaning take it out to reset everything?

I'm trying to sort it all before I try overclocking should I still take it there?

Take out the battery for a while or short the jumper, or press the button, depending on what your motherboard has
