steam deck is not booting from usb recovery image after SSD upgrade

Im having issues boot my SSD using a usb recovery image.
Steps I took:

1. Put usb in PC
   2.download recovery image
   3.use Rufus software to install recovery image on usb
   4.when it's done eject usb
2. Plug usb to steam deck via dock
   6.enter bios
   7.go to boot menu and click on usb drive
