Try re-install windows. Maybe some software is slowing it down.

If you format your C: drive you'll kill your OS. Check for any reboots/updates. Then it could be worth following one of the MSFT fresh start guides, they're quite easy and will re-install windows here

there's different options if going via the windows fresh restart, you can clear all data or keep it in place. If you're going to create a bootable usb and install windows that way the it will clear everything you have installed.
Just make sure you have everything you need saved regardless, better to be safe than sorry 🙂
