If i want to transfer my data from an ssd over to a new pc will i need to format it to get rid of the OS beforehand? Or would it be fine to just boot off of the ssd?

If your new drive has an os then yes. But make sure you keep all the data you want

you should definitely reinstall windows when moving a drive between motherboards

use the media creation tool to make a bootable usb
