TDP of rx6600 is 132 watts. why is it only drawing 93W?

I remember i had an issue because i accidentaly set my power level in MSI afterburner to the lowest, and got garbage fps

@cobalt moth, that is its max draw at 115% power limit.

At 100% it would be closer to 115W.

And even if it is running under the max TDP, it shouldn't matter if it is boosting according to spec.
