A520M-K from asus not powering on

No QLEDs turn on, nothing happens at all. I have tried shorting the two pins on the atx connector to then the psu on and nothing happens except fans spin to life (i have a motherboard beeper). This is the second motherboard we have, this is the replacement we got for the other one not working. I'm so confused and don't know what to do
