I have a RX 6650XT built into a AsRock B550M-HDV: https://www.asrock.com/mb/AMD/B550M-HDV/index.asp#Specification
If I understand this correctly, my GPU's full potential is hold back because of the PCI Express Lane or what? Well it says in the description 1x PCIe Gen 4 Slot... If there is one thing im not familiar with tech and hardware then it is PCIe. Please help me out here, what this actually means (for my PC/performance).

i do not think that you loose soo much performance.
well it says that you only connected by 8 lanes while your mainboard does support pci gen4.
also you should not connected via 1 pci gen 4 lane
