I'm having an issue with a pc I'm mounting for a friend.

We have mounted everything, the CPU_PWR_1 is connected, the 24 pin MOBO Power supply is connected, the 16pin GPU power supply is connected, we've literally connected everything and yet the PC won't boot. It won't even post, pushing the power button does nothing.
We have tried shorting the power switch, we have tried removing and reinserting the battery to reset the CMOS, we have tried connecting 8 more pin for the CPU, we have tried changing from PUMP_FAN to CPU_FAN. I'm running short of ideas.
Could anyone have any idea of what's the issue?
