So as soon as your GPU reaches 63°C it maxes out the fans? What exactly did you try in MSI Afterburner?

So setting your fan speed manually didn't work? What is your hotspot temperature? You can check that with HWMonitor

Oh, no! This issue is very rare and is unfixable! Go ahead and send me your PC and I will properly dispose of it. I will pay for shipping.

But in all seriousness, I would check your control panels, and any other programs that might affect your graphics card. You might have something set to when it hits a certain temperature the fans start.

Do you have it open? Can you send a screenshot of the GPU section? Maybe the hotspot is so hot that it feels like it needs to crank the fans. I doubt it but I just wanted to rule that out

This is not normal, around 10 degrees of difference between GPU temp and hotspot temp is optimal and you have 44 degrees. I strongly recommend opening it up and replacing the thermal paste. It sounds like it's dry and failing. Repasting will very likely solve your issue
