I know like 25 years ago because it was harder on hardware if you turned your computer off and on the "rule" was you just kept your machine on.

Now with all the new tech is that still the rule?
Or should we be powering down when not in use?

There's no harm to shutting it down anymore. Startup is still pretty hard on the hardware, but it's just fine to turn off your computer. And now with more and more power-hungry components, it's also more efficient to turn it off than to leave it running
