#MSI Afterburner and GPU-Z says different readings, also additonal issue?

multiply the memory speed in gpu-z by 4 and oh look.. now it matches
they're displaying different things, absolute speed vs effective speed, technically the gpu-z number is true
ah alright, what about them being maxed out while idle, should I worry about it or is it "normal"
hmm, gpu clock should fluctuate up and down with load, memory too if it's just being idle
also changing the clock speeds does nothing
not sure why they're stuck at max
also it's not reading the voltage for some reason
might be because im on laptop
yea, when I change the clock speed, nothing happens until im at -502 again, except instead of going down by like 500, it goes from 1467, to 195

seemed to have fixed it, it was an issue on my part, I had power management mode in the control panel set to prefer maximum performance, turning it back to normal and resetting my laptop seemed to fix it, so thanks for the help, sorry if it seemed like a dumb issue to have lmao
