likely corrupt system files, if you are able to, run sfc /scannow with admin command prompt

also try:
DISM.exe /Online /Cleanup-Image /RestoreHealth
run in powershell with admin priviledges

if you cant use windows for more than 10 seconds each time, boot into safe mode, hold shift and press restart and select Troubleshoot > Advanced > restart.

Then at startup settings select 6, safe mode with command prompt and run sfc /scannow with cmd
