btw I just upgraded from windows 10 to 11 using the "update and install" button in the settings
i found a video (in a foreign language so I can't really tell what they are saying) that suggests I go to the Microsoft website and download the directX End-User Runtime, but is this what I acutally need? https://www.microsoft.com/en-us/download/details.aspx?id=35
The Microsoft DirectX® End-User Runtime installs a number of runtime libraries from the legacy DirectX SDK for some games that use D3DX9, D3DX10, D3DX11, XAudio 2.7, XInput 1.3, XACT, and/or Managed DirectX 1.1. Note that this package does not modify the DirectX Runtime installed on your Windows OS in any way.
Just in case anyone else has this problem in the future and comes across this. I downloaded the file from the Microsoft website from the link above and it fixed the problem. It seems like this will install DirectX runtime if you don't have it on your pc.
