do you have an IGPU?

try testing if it turns on with that or if you have a spare GPU use that

you cuold also try resetting CMOS

#

might be a motherboard failsafe to stop the pc from running if it shorts

dont have IGPU but ill try resetting CMOS, didnt think that'd do anything
