this should be fine, but keep in mind that Windows stores all the quick launch / shortcuts / start menu on the C drive, so even if you reinstall windows it won't magically show up when you search for it (or it might if it's indexed, but you get the point)

MSI afterburner is 70MB on my system. is it really worth it not installing it on the C drive?

and as a pro tip, if you want to copy your profile, you can just copy & paste this folder C:\Program Files (x86)\MSI Afterburner\Profiles

if you are on a recent version of windows, winget should be preinstalled, otherwise you can get it from the MS store as App Installer

With this tool installed, you can run winget export myprograms to export (nearly) all your programs
then copy this file myprograms to your new pc and run winget import myprograms and it will install all the programs for you
