So whenever my router that i use for ethernet is down, i use mobile data hotspot on my pc, the internet however wont work until i turn off the router that provides the ethernet. Is this normal?

dont know if i explained this too well but
if wifi is down on the router that my ethernet cable uses
and i try to connect to a wireless internet
it doesnt work until i turn of said router
