PC overall performance bad, even after factory resetting.

So i've had issues with my PC for quite some time. Its a pretty hefty build:
AMD 6600 XT Gigabyte 8GB
Ryzen 7 5800X
64GB DDR4 @ 2133Mhz Wont overclock 😦

Pretty much all of my components are performing far below expectations, even after a factory reset. What could the cause be? Also my PC has had worse issues than just performance, sometimes it will randomly turn off. For performance, i was playing csgo yesterday and tried to get the graphics as low as possible, i was playing 4:3 Aspect ration 640x480 resolution, on the lowest settings and was getting around 30-80 fps. Many games will sometimes just not get more than 50 fps on half of the launches. Sometimes the PC runs perfect, othertimes it is quite bad, plz help.

Another example is I was just playing Ready Or Not, half way through my first mission my fps just dropped to 30 and wouldnt go back up, wasn't capped or anything as it would sometimes touch 50
