3600 is a better chip by a not insignificant margin.
The 4000 series, despite the name, is generally worse than equivalent 3000-series chips. Both are zen 2, but the 4000 series is on the monolithic Renoir architecture which was originally made for APUs. 4000 series chips generally have less cache and lack PCIe 4.0 support.
