I have so far only noticed this after a restart, and a shut down and then boot tends to fix it. It specifically seems to appear after hitting the restart button in windows but that doesn't necessarily mean it can't happen otherwise.
I have 2 16GB modules installed, both are always detected by bios and by CPUZ but task manager only detects one of them. I have so far tried, in no particular order: bios update/flash, new windows install, reseating both ram modules. This computer is brand new.

Gigabyte z790 UD AX
Corsair Vengeance 16GB DDR5 6000 x2
ARC A770
Seasonic 750w
Crucial p3 plus
Any help would be greatly appreciated. I have found no other posts of info about this issue anywhere else.
