My 6950XT has been plagued with crashes I'm not sure why, I keep reseating it, I checked the power cables, the PCI slot clip is fully clicked in, I also used ddu and reinstalled drivers, I am at a loss.

Erm, I'd say it is the PCIe slot on the motherboard. If the card isn't making contact to the pins within the PCIe slot, that would cause it to just stop.
Recheck your cable connections. Receptacle connection to your PSU, PSU to all components, and component's ports.
