I have a fix that might work. I used to have this issue

If you go to Control panel > Network and internet > Network connections

then right click on your connection and click properties

Then double click this

try contracting your ISP see if they are blocking any traffic going through your network

Because that was my Issue and thats why routing everything through a google DNS worked for me

There can be many reasons, they may have more people on than normal, servers may be being worked on, there may even be issues that they cannot fix at the moment. This list can go on and on. There's no clear answer until the issue is found.
