possible a bad bios flash. or the new cpu could damaged / dead.

so i believe the cpu is good because i went back to the old cpu and same result so how do i fix a bad bios flash

if the motherboard has bios flashback do that. if it does not support that and its still under warranty RMA the motherboard.

okay i got it back to turning on and working with the old specs after discovering my ram wasnt all the way in
