generally it would be a paid program that would do it easily. if you have experience with linux you could use gparted. or google shrinking partitions with diskpart
What brand is the SDD?
if you want to create multiple partitions within an ssd, you can do it right in disk manager for free. just click on shrink volume, decide your shrink amount and then allocate your free unallocated volume
