Make sure your plugged in while playing, make sure you are not thermal throttleing either. You can use hwinfo for that. What are the full specs of your PC?

Ryzen 1700, 16gigs of ram, 256gb samsung ssd and a RX580 4gb. I am constantly plugged in, rn I reinstalled windows and had some artifacts so i suspect the graphics card might be dying

HWmonitor shows that everything is in order, btw I was getting those stutters even at 40c on the gpu so i would reject throttling

yeah cpu seems fine, equal usage distribution, also working in safe temps
