whilst looking through my Adrenalin settings, I noticed that my GPU (6650xt) keeps occasionally fluctuating from the set 1200mv to 693mv and I'm thinking maybe this is the cause of my games stuttering?

depends on how hard the game hitting the gpu but could be not enough power supply during all system load so it drop

its doing it regardless of whats booted and its always to the same number, im pretty sure it isnt a power issue

true, many amd gpu gets better as they "mature" or fixes all the bugs they had so hard to tell for sure
but undervolting is normal to save power idk why it does it under load tbh if it isnt power issue

welp ill just hope its a driver thing then and that it improves
