Do you update the drivers for the CPU, GPU and BIOS?
Settings > Windows Update
Does this happen consistently or occasionally?
Does this happen immediately when you login?
Go to System > Display > Advanced Display and make sure you choose the correct refresh rate. It is called "Choose a refresh rate".
Though, I doubt it, but better to check than not.
If you could, can you screenshot the "Performance" tab of Task Manager.
CPU looks normal, GPU looks normal to. It is being used. RAM is definitely a cause though. It's using 68% of total resources. If that is without a game opened, then that is bad. That can cause Windows to drag. Windows or other programs cannot temporarily store data to the RAM properly. I figure that would be the cause.

It could be the RAM. It does make sense if it is.
If it isn't, then I would suspect your CPU or GPU is not getting enough power. Though I wouldn't know unless I could test your build myself. I am going off by speculation.
Are they all the same?
Do you have another RAM stick that isn't the same brand?

DDR3 isn't compatible with DDR4 DIMM slots
if you scratched the gold off the contact of the RAM, that can be a cause. If the pin within the Motherboard is bent or scratched, good luck fixing that lol.
