Was this working previously, a new build, etc?

I assume you've checked all cables and connections, including power?
The fact that it renders correctly some of the time would almost indicate an initialization issue to me.

Is the issue intermittent or constant?

Was the GPU bought new?
I mean, it's possible, but uncommon out of the box.

Does your motherboard have a seven segment display and show any codes?

Assuming your monitor is plugged directly into the GPU I would not expect there to be any type of using the wrong GPU type thing going on.
Also, from what I looked up earlier the 5600X does not have any graphics support and requires a discrete graphics card.

Okay, so the board does have display output for a CPU that has onboard graphics.

Right, I'm looking at the manual if either there is a Bios setting or jum,per type setting to switch between iGPU vs. discrete.

Right, but the fact that you could boot up into Windows, then restart, then get into correctly rendered Bios, but if you just boot it did not get there would indicate that the hardware functions but you're taking a different path on attempt 2 than on attempt 1.

The question is why.

It's possible. You might be able to reflash the bios on the GPU.
