The framerate on the games I've been playing seem a little TOO stable meaning if I turn my settings down or higher the game doesn't seem to go much higher or lower, now this remains true for slightly older games (1 - 5 years) and I really am not sure what could be slowing the performance down in such a way that it is keeping my 4090 from actually doing its thing. because I know the 7900x wouldn't be bottlenecking it this hard (current suspicion is that my ASUS PRIME x670-p might be bottlenecking cpu performance)

What monitor are you using? If you're using a 1080p display, you're still quickly gonna be CPU limited because the GPU requests so many frames to be rendered. What games is your issue occuring in? How many FPS are you "locked" to?
