How about you try to reseat the gpu?
Do u have an igp?
Like intergraded gpu?
K then are u sure that the hdmi cable is plugged to the gpu?

you replaced all the cables for the psu with the cables that came with new one? most power supply cables are NOT interchangable.

take a pic of the whole system
you can try removing the the gpu power cycling the system - turn it on let it boot should give vga error if it does not something else is going on.

one other thing I noticed your slow mode switch is on - it should be disabled its for LN2 overclocking.
yeah try removing the cpu and reinstalling if that does nothing, gonna guess a dead cpu or motherboard issue.
00 on the dark hero is not used

What's your specs btw? Have you tried using the HDMI of your motherboard seeing if you get a display from your igpu?
You plug the HDMI into the motherboard with the GPU removed, it will use the igpu instead of you have one
