How confident are you in your thermal paste application? Did you replace thermal paste everywhere that it came from originally? Are your screws all placed tightly and is the heatsink making proper contact?
Also did you plug in your fan?

and that my cpu just turbos for really long and i dont know how to reduce the duration(its dell latitude so not ther in bios)
uhh actually I suppose u just have to adjust the fan curves
and change the thermal compound,
and by any chance did you while cleaning actually push dust up into ur fan
happens a lot even if you're careful
and laptop fans do not have enough momentum to just yeet it out
