This is kind of vague as far as the description goes regarding the problems you are describing. To be able to give you any help that would be useful, you'd really have to first provide more information, such as:

What games are you running into these issues where your system freezes fully and you get a bluescreen? This is happening right when you open the game itself or while gaming, or what?

I'm not sure what "FPS dropping on a periodic scale" means, are you saying that your games will keep having the FPS rate dropping at an increasing speed until you restart the computer? Like it goes from say, 120 fps down to 100, 90, 80 and so on until you restart the PC? What games?

What do you mean when you say that your monitors "freeze up"? The displays are unresponsive, the contents on the monitor are just a static image, what?
I don't mean for my answer to come across as rude so please don't take it that way, it's just that your description of your problems are way too vague to really provide any useful help other than to tell you to first try all of your basic stuff -- e.g. update your operating system (you didn't mention what operating system you are using, but I guess you are probably on Windows), update your graphics card drivers/software, update your BIOS on your motherboard and see if these problems still persist.
I would say that it's especially important to make sure your BIOS is up-to-date on your motherboard as a lot of the problems I have personally encountered/heard about other people having with the newest generation RTX cards and PCIe 5.0 devices/systems can often get fixed with this alone.
Lastly, you may also get some more information on what's happening if you take note of the next time that you encounter some of these problems, and go into your Event Viewer in Windows, which will let you look through your computer's log history and you can from there see more information on why it crashed
