do you have the latest amd or nvidea driver of your gpu?
If you have 2 seperate GPUs and only one of those GPUs is showing crashes durring game startup.... It tells you its likely an issue with the GPU.
Its possible that the issue would be related to the motherboard or other component, but it's pretty unlikely

650 watt should be just fine for any rig with a 3060 in it, why did you change the PSU.
I think the best thing you can do is find someone local that can try your GPU out for a bit, It absolutely sounds like a bad GPU issue.

You tried both PSUs and both GPUs and both times the RTX3060 didn't work
I have a RTX3060 but not the games, however I have never had an issue like this before, which suggests its not an issue with the 3060 in general, but your specific card
the only other thing I would suggest is in Nvidia Control panel:
Under Manage 3d settings
Under the games your having issue with
Dissable a bunch of features and see if they boot
you might have to add the games manually by clicking the Add button
I would just disable features like anti aliasing, vsync, lower the quality where applicable and make sure the RTX3060 is selected as the GPU for any settings where you can chose from GPU options
