I mean...maybe? I have had bad sticks out of the box and had ones work that had been buried in a desk. Was it previously installed? Or a new addition? Why was it out?

If it was already installed I'd make sure it wasn't nasty when you put it back in
ie. no soda or peanut butter on it
Also make sure you are making sure the RAM is 100% seated and locked in
