According to the Intel site, the cpu only supports DDR4-2400
2 sticks of DDR4-2666 is probably too much for it to handle

There should be a little 2-pin header next to the header where the reset button and power button are plugged in
disconnect the power, press the power button to discharge any residual power, the use a small flathead screwdriver to short the 2 pins

If you just build the pc, you can also try reseating the cpu and check for bent pins. Might just be making bad contact somewhere?
