Sadly they are. you can maybe try underclocking the gpu, tho u will loose performance then. my 6600XT also does this. Its annoying, but you will learn to ignore it with time

Coil whine is normal as i said. it can happen to any card. but usually starts at the factory. i got my 7900XTX brand new, it also has coil whine from the factory.
tho im no expert. i can only speak of my own experience.
replacing probably wont do anything, but try it. maybe ur lucky and the new card has better parts on it.
