Could be a dead CMOS battery, or some bios setting causing the issue. Have you tried default bios settings or a bios firmware update?

Could also be something with the PSU.

psu brand new and its a 1200w the cmos battery i havent checked and i try default settings but what happen there is i get cpu fan error on a aio so i just turn monitor cpu fan to ignore and it boots fine

Ah, so bios issue or a fan that's either bad or not fully seated, or the controller is bad. Could even be a bent or damaged pin.
