I was using my ASRock B450M-HDV R4.0 when it decided not to go to bios or show anything when I powered my PC on, and everything else was doing fine (until my PSU died, but its getting replaced) and I am thinking it was a bios problem. The motherboard was "Ryzen 3000 desktop ready" and I used a R5 5500. If I use a R5 3600, then update the bios for my newer CPU, will my problem be fixed?

You can upgrade to the R5 5500 after you upgrade the BIOS to 4.90 or newer. But, that won't solve an intermittent no POST issue. In fact, your PSU died so being it was in the process if failing prior, that would indicate the source of the boot issue.
