High Cpu usage

Can anyone help me? Sometimes when i start my computer the cpu load is very heavy like 100% on advanced system care monitoring but in task manager it is very low, the computer is very lag and slow, if i restart it fixes the problem. I already tried to scan for virus or malware but found none. i have r5 3600 32gb ram

that means you have a lot fo apps running on startup

go to settings > startup apps and uncheck all the ones you dont need
