It’s hitting thermal limitation and down clocking. Since you didn’t say you repaste and repad your gpu with better quality than oem. That would be the next step.

Even if you have hwinfo and it says 101C. It could/is retaining heat that isn’t being pulled away so in reality it’s 109C.
