Ensure you connected properly. At minimum there should be Windows Basic Display Adapter. Have you tried scanning for hardware changes?
hmm at that case when you just started PC the power idle should be low enough to not cut power in any parts
unless its a really really bad PSU

extra tip be aware of GPU power cable

as long it labels GPU it should be fine
you shoudl read manual to be extra sure
