Did you try unplugging and replugging your video cable? That worked for me before. (Although my lines looked different)

Same has been happening to me 1/10 times I turn my computer on. For me, I have to power cycle the monitor for it to go away. For me I think my monitor is just starting to die.

If it was a graphics issue it would become more frequent and eventually be there perpetually. Also if it was graphics card it'd be the entire screen.

When you say “only when restart” does this appear only when first booting up, or does it last until you’re logged in & using windows?
