When I’m driving the southern class 313, it sometimes when I don’t let the brakes fully release and I put the brake back to the first position it puts on the maximum brake which then releases to the first position after a bit.

This makes the 313 a pain to drive.

I've noticed this as well. I find that isolating the dynamic brakes via a switch on the cab wall stops it happening
